An enforcement action involving Petrofac Facilities Management Limited has highlighted the growing importance of sanctions compliance and operational governance for organisations delivering services across international markets.
Reported by BBC, the Aberdeen-based energy services company agreed a compound settlement of more than £569,000 with HM Revenue and Customs (HMRC) following breaches of UK Russia sanctions regulations that occurred during 2022 and 2023.
According to HMRC, the breaches involved the supply of sanctioned industrial goods to individuals connected to Russia and the provision of technical assistance linked to those goods while the business was winding down its Russian operations.
The settlement was reached without court proceedings through HMRC’s compound settlement process. Authorities stated that the company self-reported the breaches and fully cooperated during the investigation.
The case marks the first time HMRC has publicly named a company for accepting this type of settlement in relation to sanctions and strategic export controls.
